So I asked a friend who took animation when we were in high school, he said it could of been marker, acrilic and or oil. Oils have great color and can be glossy but you would see oil around the edges from getting soaked into the paper. Oil also takes a while to dry unless there's an agent. Acrylic is plasticy water base. Probably acrylic then or marker.

Found a really clean sample of the HB placements. Scanned that and tried an image trace to output some vectors.

That's actually the refinery and drain pipes, but we do kinda see the city behind the drainage area to the left.

That's definitely the Tremblays' influence. Looking at their early designs for both this show and Loonatics (especially "Buzz Bunny"), it's clear the brothers favor heroes who grin like psychotic maniacs. TboneLaughCait
