It's listed as "SWAT KATS T-Bone 2 1/2" Collectible Figure" (you can find it here: http://www.ebay.com/itm/181828736934?_t ... EBIDX%3AIT), but I've never seen it before.
It doesn't much resemble the actual produced figure of T-Bone, especially as the sculpt and articulation are different. So what's the story with this figure? The Buy it Now auction doesn't explain much about it beyond the fact it's T-Bone and that it is "Rare" and "Collectible." It seems the seller used a template for the description and just filled in the blanks with "T-Bone," "Chance Furlong," "SWAT Kats" and "Hanna-Barbera" where appropriate, considering some stuff in it doesn't make much sense, especially the bit that goes "Some paint wear on Figure." Paint? What paint?!

Anyway, the thing is a steal (Steel?) at $19.95 with free shipping.
