They're quite good but could use a bit more of that... "megakat City flair," if that makes any sense.

In my opinion, this does qualify as fan art, it's graphic design which is another form of art.

These are made of already existing images compiled to make a single image with some text added. Nothing is his original work. There’s no Turbokat, there’s a human face in one... only thing that would cause anyone to think it’s SWAT Kats related is the text. This doesn’t classify as fan art IMO.
